Helen Stine

About Helen Stine

Helen Stine is a Senior Vice President with ICF in Fairfax, VA. She manages the Early Education Services division and is the Executive Director of the ICF Early Education Institute. Ms. Stine has more than 25 years’ experience in the early care and education field, and has served as an educational consultant to assist clients on a wide range of needs and issues, including all facets of early childhood program design and implementation, training and curriculum models, Board development and training, child care functionality and management assessments, accreditation preparation, and program management and operation. Ms. Stine has successfully managed and operated complex and diverse early childhood programs with multiple systems of delivery, including child development centers, family child care, and before- and after-school care, and has implemented a variety of supplemental programs and services (e.g., co-ops, special needs programs, resource/referral, parent councils, etc.). At ICF, Ms. Stine oversees a large, multi talented team of specialists who provide training, technical assistance, and research services at the local, state, national, and international levels to ensure high-quality care and education for young children. Ms. Stine has a bachelor of arts degree in English from the College of Charleston, and a master of arts in education from East Carolina University. She and her husband reside in Northern Virginia.
